After the same target is hit 3 times, the damage will decay to 50% on subsequent hits.
Harley blinks in the designated direction, leaving a magic hat at his starting location and increasing his Movement Speed by 60% for 2s.
Use Again: Use again within 4s to return to the hat’s location and cancel the Movement Speed effect.
Harley casts a magic ring of fire at an enemy hero, dealing 200( +60% Total Magic Power) Magic Damage and slowing them by 40% for 1.5s. The ring will stay around the target, during which Harley can hit the ring to damage the target. The ring will explode after 4s, dealing Magic Damage equal to 200( +50% Total Magic Power) plus 30% of the damage taken by the target while the ring was active.
The ring of fire can be blocked by other enemy heroes before it reaches its target.
